A General Law city is authorized to do only what the constitution or legislature has authorized. Many area cities, such as Fort Worth, are Home Rule cities. Home Rule cities are authorize to do anything the constitution or legislature has not prohibited. This allows Home Rule cities to take action that is not available to a General Law city. Typical among such authorized acts are initiative, referendum, recall, and term limits. The City of New Fairview does not currently have a city property tax. State law has a legal ceiling of $0.25 for Type B cities.
