The City Council invites persons with comments or observations related to city issues, projects, or
policies to briefly address the City Council. Anyone wishing to speak should sign-in with the City
Secretary before the beginning of the City Council meeting. In order to expedite the flow of business
and to provide all citizens the opportunity to speak, there is a three-minute limitation on any person
addressing the City Council. State law prohibits the City Council from discussing or taking action on
any item not listed on the posted agenda.

A. Discuss, consider and act on getting bids on repairing four sections of road that are already
established in New Fairview. This is to get estimates, examples of how much road will cost.

Board of Aldermen reserves the right to convene in Executive Session(s), from time to time

its attorney as permitted by law. In addition, the Board may convene in executive session to
receive advice from its attorney regarding the following:
a. Pending or contemplated litigation or a settlement offer;

b. A matter in which the duty of the attorney to the governmental body under the
Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly
conflicts with the chapter; and
c. Constellation Lakes Development Agreement.

THE CITY COUNCIL CONVENED INTO A CITY COUNCIL MEETING , THE SAME BEING
OPEN TO THE PUBLIC, THE 17th DAY OF FEBRUARY 2020 IN THE NEW FAIRVIEW CITY
HALL AND NOTICE OF SAID MEETING GIVING THE TIME, PLACE AND SUBJECT
THEREFORE HAVING BEEN POSTED AS PRESCRIBED BY ARTICLE 5 OF THE TEXAS
GOVERNMENTAL CODE, WITH THE FOLLOWING MEMBERS PRESENT:

ITEM NUMBER 4. OLD CONTINUING BUSINESS

A. Discuss, consider and act on getting bids on repairing four sections of road that are
already established in New Fairview. This is to get estimates, examples of how much
road will cost.

There are a lot of roads in New Fairview that need help especially over in the Hilltop area and
Montana Court. In Hilltop, Branding Iron and Chisholm Hills there is a lot of drainage issues. It is
flowing along side of the road which is causing damage to the structure and the base of the roadways.
Just like foundations they need to be structurally sound. Several trucks on the road is tearing up the
roadways. Big trucks bringing mobile homes and dump trucks for trash is tearing up the roadway
without a good base. He couldn’t see when the last time a sealant was put on these roads. He can not
tell if anything other than someone pouring concrete in the holes has occurred. It is just continually
getting worse and worse. Some spots don’t seem to show where the drainage issue is bad. Some
places might just need a sealant on top to keep it the way it is. Wilson Court is number one priority.
School busses refuse to go down Wilson Court and the bus is dropping them off at the end of the road
and making the kids walk and that is a long walk and these kids are young. Prices are for 5 year
tearing up asphalt and putting down more but not fixing the drainage issues or the base of the road,
but it doesn’t solve the problem for a long period. It only adds about 5year life span. That cost is
about $75,000. If you look down at his 20-year plan this will reconstruct the road exactly as it should
be built for a longer lasting road of about 20 years.
Hilltop and Wilson shows a lot of issues and shows constant flowing water. Several pictures show a
lot of issues, holes and it looks like they have a lot of patching. These patches help keep the water
flowing on the base which make is soft and not sturdy. Several pictures show the damage and the
flowing water.
Another picture shows on Branding Iron near the cul-de-sac and shows standing water. All needs to
be reconstructed there is no more asphalt it is mostly just a gravel road. One picture shown is about
2 ½ hours after the rain and it is not draining correctly.
The constant saturation of the roadways, the poor foundation and the trucks cause damage to the
roads. Lange Way and Creasser is missing a ditch.
The 10-Year plan adds just a 6-foot ditch and gives about a 10-year life span whereas the 20-year
plan will completely fix the drainage issue and it accommodates for having to fix some driveways to
allow for the water to continuously flow along side of the road.
The intersection with Hilltop and Wilson Court is top priority and here is the break down. About 50
feet from the intersection it turns into a regular road and then the court portion need to be repaired.
So, from the intersection to about 50 feet and then the cul-de-sac area would need immediate repair.
About 3200 Square Yards of roadway. Mayor Joe Max believes the roads are about 30 years old
Mayor Pro Tem Johnson believes they are older than that. They think the subdivision was built in the
80s.
Out of approximately 18 roads checked, only 14 need repairs. On the paperwork they have been put
on a grading weighted system – 0 equals needed repair yesterday and 5 means they can wait a bit
longer with only a few cracks or small potholes. He also took into consideration and 20% of the score
was due to the population on the streets for instance, Branding Iron near FM 2264 is in terrible
disarray with approximately 14 plots on the road. Chisholm Hill Court only has four residences so
that roadway could wait a bit longer.
The city does not have enough money to do all the roads at once so maybe they can do two smaller
projects at a time and make it a little bit easier to get in and out of neighborhoods.
The 20-year plan would include 6 inches of lime treated base, 2 inch of surface asphalt which would
hold busses and trash trucks and sealant. These are all high estimates in case of differences.
20 year is asphalt and groundwork and the 5 year is base asphalt and no groundwork.
Looking at 3 million per mile per road but should last for up to 20 years.
With property tax and new developments, the money will be available soon. We may have to do the
5yr plan for the roads and look to the future when more money is coming in to complete the 20-year
plan once there is more money in the bank.
When the council receives the report, they will consider all information.

Right now, the County has agreed to do the elections for us, and it will cost the city $6,617 but it will
be divided into three due to a contract with Northwest ISD and Decatur ISD because we hold their
elections at City Hall. We have a motion and a second and all of City Council in favor. Passed.
